The latest rhetoric coming from House leaders is that they want to fix the payroll tax extension on a more permanent basis. That is why they are rejecting a two month extension in favor of a one year extension.
When did one year become long term or permanent? The passage of a two month extension was a short term relief, but the Senate plans are to keep working at it to come up with a more permanent fix. This latest rejection appears to be more ego display and lip flapping, that has become the hallmark of Speaker Boehner's tenure over the past year.
